Scaffolding is one of the most common questions we get from homeowners. It's a significant cost on top of the roofing work itself, so it's worth understanding when it's needed, what it costs, and what the rules are.
When Is Scaffolding Required?
Under the Work at Height Regulations 2005, scaffolding (or an equivalent safe working platform) is required for virtually all work on pitched roofs and for any flat roof work where there's a risk of falling from height. In practice, this means almost all re-roofing work, chimney repairs, and fascia/soffit replacements need scaffolding.
Small flat roof repairs at single-storey height — a rear kitchen extension, for example — can sometimes be done safely from a platform tower or with edge protection, but this depends on the specific situation. We always assess access requirements during the free inspection.
How Much Does Scaffolding Cost?

Most quotes include an initial hire period of 4–6 weeks. If the work runs over (due to weather delays, for example), additional weekly hire charges apply. Make sure your roofing quote specifies the included hire period and the rate for extensions.
Who Arranges the Scaffolding?
Your roofer should arrange and manage the scaffolding. At Ikon, we use TG20 compliant scaffolding contractors and the cost is included in our quotes. You shouldn't need to arrange scaffolding separately unless you specifically want to.
What About Neighbours and Pavements?
If the scaffolding needs to go on a public pavement, your scaffolding company will need a pavement licence from the local council. If it needs to extend over a neighbouring property boundary, you'll need your neighbour's permission. We handle all of this as part of the project management.
Can I Get Roof Work Done Without Scaffolding?
Be very cautious of any roofer who offers to work on a pitched roof without scaffolding. Besides being dangerous and likely illegal under the Work at Height Regulations, working from ladders alone means the roofer can't do a thorough job — they can only reach a limited area and can't properly inspect or work on ridges, hips, and upper sections. If someone quotes significantly less than everyone else because they're not including scaffolding, that should be a major red flag.
